Overview

An owner's trusted presence from pre-design through closeout.

For more than 50 years, owners have trusted PMA to stand beside them on their most important capital programs. As your Owner’s Project Manager, PMA serves as your consistent, trusted presence from pre-design through closeout, coordinating designers, contractors, and all project stakeholders while putting your priorities first in every decision.

Our role is not to direct construction—it is to represent you. We engage architects and engineers to consider all options, evaluate contractor performance against your contract, anticipate problems before they become claims, and give you the information needed to make confident decisions at every stage. When issues arise—PMA works to resolve them before they affect your budget or your schedule.

PMA is recognized as one of the largest strictly owner-focused program management firms in the country. We do not design. We do not build. We work exclusively for owners—and that focus is what makes our advocacy genuine.

Pre-Construction Oversight
Asset 3 Asset 5

Early-stage OPM services including feasibility analysis, project budgeting, project planning, and requirements definition. PMA conducts constructability and biddability reviews of design documents to identify conflicts, sequencing issues, and specification gaps before they become field problems, protecting the owner’s budget and schedule before the first bid is submitted.

Active oversight of the design process on the owner’s behalf, including design reviews at each phase milestone, value engineering facilitation, procurement strategy development, and contract document preparation. PMA works as the liaison between the owner and the design team, ensuring the design meets the budget and can be built efficiently.

Expert support for owner procurement — from RFP and RFQ preparation through bid evaluation, contractor selection, and contract negotiation. PMA develops procurement strategies tailored to each project’s delivery method, market conditions, and timeline, and prepares contract documents that protect the owner’s interests throughout construction.

Day-to-day OPM oversight during construction, including contractor performance monitoring, change order evaluation and negotiation, schedule review and analysis, cost reporting, pay application review, RFI management, and quality assurance. PMA’s construction administration services are structured around a claims-avoidance approach that keeps programs on track and minimizes owner exposure.

Integrated cost and schedule management throughout the program life cycle, including baseline budget development, monthly cost reporting, schedule monitoring, earned value analysis, and cash flow forecasting. PMA creates owner-centric reports that give decision-makers a clear, accurate picture of program status.

Structured communications planning and stakeholder management for complex programs with multiple agencies, funding sources, or public stakeholders. PMA develops and implements communications plans, facilitates public outreach, coordinates regulatory approvals, and keeps all stakeholders — from executives to community members—informed and aligned throughout the program.

Independent assessments of active or completed capital programs, including gap assessments, project performance audits, and organizational reviews. PMA evaluates cost controls, schedule management, contract compliance, and delivery processes against recognized best practices, giving owners an objective picture of program health and actionable recommendations for improvement.

Specialized support for owners managing grant-funded capital programs, including compliance with grant agency reporting requirements, cost segregation, cash flow planning, audit preparation, and grant closeout.
