Business & Mission Transformation

Overview

A well-designed project management office provides the governance, processes, and accountability needed to align organizational capability with program demands from day one through long-term operations.

PMA helps owners establish, improve, and right-size their PMO and internal delivery capabilities. Whether building a program office from the ground up, integrating into an existing environment, or improving underperforming processes, our professionals bring the structure, tools, and experience to transform how an organization manages capital investment.

The result is an owner organization that is more transparent, more efficient, and better equipped to deliver complex programs with confidence.

Organizational Assessment
Asset 3 Asset 5

Structured evaluation of an owner organization’s program delivery capabilities that includes governance frameworks, stage gate processes, roles and responsibilities, and readiness for major capital programs. Assessment includes benchmarking against industry standards from AACE International, PMI, and ISO across cost, schedule, quality, and risk dimensions to identify performance gaps and deliver a prioritized improvement road map for immediate implementation.

Structured governance and decision-making frameworks that establish clear roles, accountability, and stage gate controls, ensuring owners maintain oversight and confidence at every phase of program delivery.

Purpose-built program management offices designed from the ground up or integrated into existing environments, giving owners the governance structure and accountability needed to deliver complex capital programs successfully.

Assessment and redesign of program delivery processes, workflows, and controls using a proven four-stage approach: assessment and root cause analysis, strategy development and KPI alignment, implementation and execution, and ongoing monitoring for continuous improvement. On a recent FDOT engagement, PMA reduced a 184-hour consultant invoice process to 65 hours, the result of a systematic value engineering study that identified 40 improvement opportunities across 12 functional areas.

Structured change management support guided by PMA’s proprietary VIEIV methodology—vision, involve, empower, implement, validate—and aligned with Prosci’s ADKAR framework. PMA’s certified Prosci change management professionals develop communication plans, sponsor road maps and training programs, and provide resistance management strategies that equip organizations to manage change effectively and lead future change initiatives independently.

Customized training programs in program management, project controls, scheduling, PMIS systems, and owner’s representative practices that are developed and delivered using the ADDIE methodology (analyze, design, develop, implement, evaluate) and assessed for effectiveness using the Kirkpatrick model. Our success is measured by the client team’s ability to apply the knowledge delivered and demonstrate capabilities independently across future programs and projects.
