Overview
As part of East Bay Municipal Utility District’s (EBMUD) $2.5 billion capital improvement program (CIP) to upgrade the district’s vast network of pipelines, storage, and treatment facilities, the Upper San Leandro Water Treatment Facility project replaced the existing air-fed ozone systems with larger, more reliable, and more efficient liquid oxygen-fed systems. The project scope includes installing new liquid oxygen tanks, ozone generators and power supply units, ozone destruct units, hydrogen peroxide storage and feed systems, heating and ventilation systems for the ozone building, and control system cables and conduits. EBMUD aimed to meet, existing and emerging regulatory requirements, public safety, and customer expectations for reliability and water quality.
PMA Role
PMA was engaged to provide design phase services on this EBMUD upgrade project. At the midpoint of project design, PMA services included construction schedule development, a constructability review, cost estimating, specification development, contract prequalification, and a multi-project schedule sequence analysis. As a result of the early engagement during design, EBMUD was able to identify high-risk elements of the project and prepurchase items to accelerate the progress of the work. The owner was also able to provide shutdown planning services that coordinated the project with the challenging water demands in the EBMUD service area. PMA continued to support design and planning efforts throughout the design and procurement project phases.
