Overview

The $425 million Massachusetts Bay Transportation Authority’s (MBTA) Quincy Bus Maintenance Facility project involves the construction of a new 300,000-SF, two-story bus facility with battery electric bus charging equipment. Equipment includes pantographs, chargers, and plug-in dispensers. The project scope also incorporates approximately 240 parking spaces, a new sidewalk along Burgin Parkway, an extension of Columbia Street to Burgin Parkway, a new signalized intersection, a utility connection across Burgin Parkway to MBTA Quincy Adams Station communication room, a proposed electrical switching station, and 2 substations.

PMA Role

PMA provides construction phase owner’s project management (OPM) support services that include coordination of project activities, attending meetings with the project stakeholders, generating meeting minutes, reviewing cost reports and progress schedules, and facilitating risk workshops. The team assists in the review and negotiation of change orders which would include making merit determinations, performing cost estimates as needed, developing pre-negotiation positions, and writing up post-negotiation memorandums and meeting minutes for change order meetings.

The team monitors conformance with the MBTA contract specifications through a baseline project schedule and subsequent monthly schedules, reviewing packages to the contractor, and updates a Power BI dashboard to track schedule updates. The team reviews all change order fragnets and performs time entitlement analysis as necessary.

PMA also attends weekly project meetings, coordinates tasks with project staff (consultants and client personnel), communicates and collaborates with all stakeholders and team members, maintains records at the OPM’s on-site field office, and performs on-site observations and daily reporting on progress.
