Overview
The $5 billion San Francisco Bay Area Rapid Transit Transbay Corridor Core Capacity Program (TCCCP) increases the number of trains per hour traveling under the bay through the Transbay Tube between the East Bay and San Francisco from 23 to 28 during peak travel times. The TCCCP scope consists of changing the entire Bay Area Rapid Transit (BART) 114-mile system to a new communication-based train control system to integrate with BART’s legacy systems and to the new vehicles; purchasing 252 new railcar vehicles; increasing storage for up to 250 railcars in an environmentally sensitive area with an elevated structure over a major intersection; and adding 6 new traction power substation facilities. The project introduces cutting-edge, complex signal technology to increase the throughput of railcars in the Transbay Tube under San Francisco Bay.
PMA Role
PMA performs PMOC recurring oversight and evaluates both BART’s readiness for entry to engineering and for being awarded a full-funding grant agreement/procuring construction by reviewing project scope, cost, schedule, risk, management capacity and capability, fleet management plan, value engineering, safety, quality, contract delivery, document and change control, reporting, and management capability and capacity throughout the project life cycle. PMA scope also includes facilitating three risk workshops and drafting two special reports related to a sole source procurement request and a Letter of No Prejudice. PMA made numerous recommendations to help BART improve its organization and better manage a large federally funded capital program.
