Gordie Howe US Bridge Port of Entry Buildings
Overview
The $5.7 billion six-lane Gordie Howe International Bridge crosses the Detroit River and connects the cities of Detroit, Michigan, and Windsor, Canada. This 1.5-mile cable-stayed bridge will be the longest in North America once completed. Scope for this project also includes a 12′-wide walking and cycling path, new ports of entry that connect to US and Canadian Bridge termini, bridge entry buildings, and new highway entrance connections on the US side. The new US Port of Entry is located on a 167-acre site and will be one of the largest ports of entry in North America. PMA provides services for the $250 million US Port of Entry project. Scope includes six operational buildings, eight outbound/inbound canopies, a skywalk, and a service yard.
PMA Role
PMA provided scheduling services on this contract. Scope included assisting the construction contractor with building a master P6 baseline schedule for its scope of work. The 5,000-activity schedule was broken down by building, work package, and work phase; was cost loaded by direct costs of the subconsultants and construction contractor indirect costs and fees; and was coded by more than 20 distinctive characteristics. PMA also generated project cash flow curves by building and phase, along with other indirect costs, and matched them with the maximum allowable payment curve.
PMA also provided a cost-loaded baseline schedule to the construction contractor that was presented to and confirmed by more than 50 subcontractors. The schedule received client approval and met requirements following an extremely aggressive timeline. When a portion of the project was delayed, the construction manager received cost claims from eight subcontractors. PMA assisted the construction manager by analyzing each subcontractor claim and provided recommendations on entitlement.
