Argonne National Laboratory Project Support
Overview
Argonne National Laboratory’s (ANL) Project Management Organization Division of Infrastructure Services (IS-PMO) implemented an earned value management system (EVMS) to ensure their large portfolio of varied projects remains in compliance with Department of Energy (DOE) requirements for cost and schedule standards. The EVMS was put in place to verify that all projects are effectively planned, authorized, monitored, and controlled according to DOE ideals and are executed consistently and cost effectively. The system, which is certified under Electronic Industries Alliance 748-C and DOE Order 413.3B, was designed to integrate technical scope, schedule, and budget with existing DOE policies and allows for effective project planning and control. ANL sought project controls consultants to augment the IS-PMO team to manage the EVMS and ensure projects remain in compliance.
PMA Role
Integrated into ANL’s IS-PMO division, PMA provides project management, project controls, and risk management services. PMA also assists with internal and external reviews and review committees. PMA’s project management and controls role at ANL includes managing project controls and implementing change controls for DOE 413.3b ($50M+) projects, managing ANL’s portfolio of science-driven projects, acting as assistant project manager for infrastructure projects, planning and successfully bringing projects through Critical Decision (CD) gates (CD-0, CD-2, CD-3), and managing and reporting EVMS month-end reports. PMA also assists with external review committees to determine project readiness for CD stages by assessing project performance and use of funds. The PMA team successfully completed internal EVMS reviews, independent project reviews, and CD reviews; led and participated in external project review committees for other laboratories; and participated in independent cost estimate reviews at the CD-2 level. Additionally, the PMA team assisted with risk management by reviewing, reassessing, and reporting on risks; participating in monthly risk management meetings; preparing schedule and cost runs in Monte Carlo; and completing Monte Carlo simulations.
