Overview

San Francisco Public Utilities Commission (SFPUC) is executing capital improvement projects and programs (CIP), including an $8.3 billion Sewer System Improvement Program, $4.8 billion Water System Improvement Program, $2.7 billion Water Enterprise Capital Improvement Program, and $2.6 billion Hetchy Capital Improvement Program. To aid their Program Controls Group (PCG), SFPUC requires project and program controls support as augmented staff.

PMA Role

Since 2015, PMA has augmented SFPUC staff in providing project controls services, program controls systems integration, and other program-control services on more than 50 individual projects under SFPUC’s 4 CIPs. These services include reviewing change order requests for schedule and cost impacts, providing database modifications, and downloading and uploading data from other software systems to the Primavera suite of tools PCG uses. PMA also performs program/project scheduling; schedule cost and resource loading; critical path method scheduling; work breakdown structure and budget development; forecasting; and cost/change control, cost estimating, and Primavera-based program control system administration and integration. Other specialized tasks involve providing PCG control system improvements and specialized training at SFPUC’s discretion. PMA successfully negotiated multiple change orders for time and cost extensions, reducing contactors’ requests and saving SFPUC additional time and money.
